What steps will reproduce the problem?
1. PHP with CGI/FastCGI under WIndows
2. $_SERVER[SCRIP_NAME] is sending crap or is not set
3. BASE_HREF is crap

What is the expected output? What do you see instead?
Correct SCRIP_NAME
