[6.x] Bard Set reordering is broken

Apart from the obviously broken reordering seen in the screen recording, there's also the "disabled cursor" when dragging a set that's confusing since the "reorder position horizontal line" is also showing up (indicating it's possible to release at that position). This can also be seen in the screen recording.

Install Statamic 6.0.0-beta.1
Add Bard Field with Set

I've just opened a PR to fix the data loss issue. I'm not sure what's going on with the cursor though - which OS are you using? 🤔

The hand cursor becoming black is just my screen recording software messing it up. Sorry for confusing. Please ignore that part 🙂
But the "disabled cursor" and the "order position horizontal line" should be the same across OS/browsers (?)
(Windows/Chrome FYI)
