Localized slug shouldn't generate from the title automatically if the slug isn't localizable #4727

Bug description
If the slug isn't localizable, it shouldn't change when you localize an entry.
How to reproduce
- Make sure the blueprint has the slug as not localizable
- Create an entry
- Click another site to localize it
- Edit the title
- See that the slug updates. It shouldn't. (If the slug was localizable, it should)
