expand fuzz coverage

as a follow-up to #1973, we should expand the coverage of fuzz tests in terms of:

• all Sv2 messages of all subprotocols cover all Sv2 messages with fuzz targets #1994
• noise_sv2
• sv1_api crate
• stratum-translation crate
• framing_sv2 crate
• codec_sv2 crate

the list above is just some high-level brainstorming, and ideally we should break it down into sub-issues as we start tackling each

I guess it's better wait a bit before diving into buffer_sv2. Let's see what comes from the analysis that @Shourya742 will do around that.
