Filter cog - Cog should load filters on load

It appears when you reload the filter cog using the reload command, it will not load the filters it has stored as that is done on startup. Meaning servers will have an empty filter.

This should be fixed by having the cog load the filters when it is loaded.

Will add further testing to show this later
