[Concurrency] Change availability for a TaskPriority extension

We need the `init?(JobPriority)` constructor to be
`StdlibDeploymentTarget 5.9`
so the compiler will not complain when we reference it
 from `ExecutorJob.createTrampoline` when building the standard library
without strict availability.
