Certainly, we might expect that some proxies will want workspace-dependent enabling/disabling, but for e.g. sparkle I don't want to have to disable in each new workspace.
As a side bit, there's no good way to set the preferences before the conductor starts up and initializes all the proxies (so, if I want to disable sparkle - it has to first sent all it's messages and do all it's things - real annoying).
