Move right margin of org list in IE8

The box containing the org list text is far too narrow.

Also notice that the banner seems to obscure the very top of the map

Fixed the banner earlier today. I suspect that this alignment issue is due to how we do the dynamic insertion into the DOM. When I disable javascript, the noscript html seems to work fine
