Weight threshold setting

Co-expression networks often already have a cutoff applied to them: a threshold under which edges are not included in the network. This causes edges just below the threshold in the ref network and edges just above the threshold to be detected as big changes, while they're not.

This value could be set as a global configuration for a project. It would cause all edge weights to be diminished with this value right before diffnet calculations.
