Tagging other keys when pushing

We currently have the "Remove other keys" option in the CLI:

This is a destructive operation. It would be better to simply tag the new keys (e.g. with deprecated) and let the user remove them after reviewing.

It would also be useful to have --tag-keys, which would tag all keys in the pushed file(s). (requested by a customer)
