Add an optional way to specify maximum machines in a delivery group

If the delivery group is already at max, don't create anymore machines, even if MinAvailableMachines is not satisfied.

Use Cases

• Limit cluster capacity consumption
• Limited number of Nvidia GRID or other type of license
