add package level pyinstaller hooks

treeverse/dvc#8075 adds pyinstaller hooks for dvc-task and celery in DVC, but ideally packages that depend on dvc-task shouldn't need to manage dvc-task related hooks themselves. The pyinstaller hooks should be moved from downstream dvc into the dvc-task package itself using pyinstaller's defined entry points: https://pyinstaller.org/en/stable/hooks.html#providing-pyinstaller-hooks-with-your-package
