The programming language filtering seems to already be there using tags.

Difficulty level: this isn't meta data that can be grabbed or rechecks and is really subjective

Popularity: The data is visually there with forks. I think adding stars can help. I also agree that a better filtering is needed, and ideally it would need to be combined with some sorting.
