Is step run from the terminal?

I got these errors from 'step init' and 'step list'

step: The term 'step' is not recognized as a name of a cmdlet, function, script file, or executable program.
Check the spelling of the name, or if a path was included, verify that the path is correct and try again.

I have verified that step app has issues with permissions on installation,
adding this to be fixed
