/apply should link to the relevant Google Form

🚀 Feature Request

Now that our applications are handled using Google Forms to offload work from the infrastructure team and focus on robot development, several URLs still link to https://uwreact.ca/apply and https://uwri3d.ca/apply. Each should link to the relevant application document.

New functionality; with the 'reapply' feature now active, we will have the page with two big buttons "I'm a new member" and "I've previously been a member" or similar, that link to both the application form and the reapplication form.
