refactor, emit visitor-only scatter/gather signatures

Replace I/O-heavy scatter(fd,path,obj)/gather(fd,path,obj) with pure conversion scatter(src,n)/gather(rows,n,space). Library handles I/O. See spec: tasks/h5cpp-compiler-scatter-gather-visitor-refactor.md
