File Upload broken in 1.10.13

Running on DNN Version 8.00.04 (226). Recently upgraded long running installation to 1.10.13.

I set the new "Max Total MB File Upload Limit" setting in the Forms Section of the Layout Settings to "20"

When I try to upload a 7Mb file I get the following error:

File not uploaded. Folder Max Size Exceeded. Actual folder total size (MB): 1644.72776985168 Max Allowed (MB):20

Please advise

20 is the limit for the folder total size not for the single uploaded file

OK, I tested two scenarios:

1. Set the upload limit to 0 or Empty - Nothing uploads. no error.
2. Set the upload limit to 2000 - File uploads as expected.

So, from my perspective there is still a bug with the default Upload Limit setting after the upgrade.
