Description of the Change

• Update NPM dependencies via npm audit fix.
• Update WP-Env and -Scripts packages to latest versions
• Update Cypress-WP-Utils to latest verion

How to test the Change

1. Build, WP-Env, Cypress verified by passing E2E actions
2. Run npm ci; npm run build
3. Create a post
4. insert a special character
5. Run npm run start
6. Edit JS file and ensure build is triggered
7. Edit CSS file and ensure build is triggered
