Remove the need to specifically state which collections to read
Makes it possible to configure at runtime what should happen with collections that can't be read, rather than making it a compile time decision. Keeping old overloads undeprecated for the moment.

Currently this PR adds mainly tests to ensure that the changes in #863 at least doesn't crash
podio-dumpin case a file only contains subset collections.An open question here is whether we would like to warn / throw already at the writing stage when users write a file that only contains subset collections.
