P1 Badge Keep global SDK version aligned with installed SDK

Changing sdk.version to 11.0.100.pre.preview.2.26159.112 makes this repo require a .NET 11 SDK, but the CI workflows still install only 10.0.x (.github/workflows/ci.yml setup steps and .github/workflows/nuget-publish.yml), so dotnet restore/build/test will fail in those jobs with no compatible SDK available because rollForward: latestPatch does not roll across major versions.
