This PR restores a missing link to the "Setting Up Lab Environment" guide in the Istio lab documentation. The change improves navigation by providing users with a direct link to the prerequisite setup documentation instead of just referencing it without a link.

Thanks for reviewing the lab @PixelRobots!

I think I see what happened here. @dcasati updated the lab to include cluster setup instructions in the Step 2: Create a new resource group section so the text instructing a learner to "Follow the guide here:" should be removed altogether.

Eventually, this lab should be updated to use the new shared markdown components to include consistent cluster setup instructions (inline) without having the learner leave the page and come back.
