chore: archive openspec changes for #237 #239 #240

These three openspec change sets have shipped in merged PRs: remote texture/RT/depth export (#237), depth flag for rdc rt (#239), and packed HDR format decoding (#240). All three are moved from openspec/changes/ to openspec/changes/archive/ per the openspec completion convention.
