Timer to delay relaunch

I did modify it so that it also waited on the first launch. Since StayUp is executed on machine boot, I wanted to make sure everything system and hardware wise had the time to properly initialize... Quick hack was to add the following at line 345:

Log("Waiting " + sRelaunchDelay / 1000 + "s before launch.");
Thread.Sleep( sRelaunchDelay );
