the manually fan control under msi control center, appears not to be working. it reads the fan speeds, but it doesn't seems to affect it |

Ah, this is normal. Each lower fan setting just clamps max fan RPM. So to see that it really works, you need to heat system up on max fan setting and lower it down. |
