This PR mainly:
UnitTestParquetCpp.chplcompiles, and adds some more tests to itUnitTestParquet.chplwhich tests the higher level interface for parquetNote that there are still many other server unit tests that needs fixing before we can run
make test-chapelWhile there, this PR also reflows some of the parquet code (but more is needed)
