…n exact match to a definition
Adds support for the legacy pattern of inflection. Basically, if the request is an inflection request and the pid is not an exact match to a configured entry (i.e. suffix is present), the forward to target for metadata handling. Also adds basic support for `urn:` prefixed schemes.

Adds support for legacy inflection behavior as described in #49
Support for independent target and metadata target will be added in a future release.
