Due to the very large number of private repositories owned by some users/groups, this PR is restricting the synced repositories such that only
internalandpublicones on GL and onlypublicones on GH are included. Any existing private repositories will be deleted whenever the next sync occurs.Generally, records published on CDS from repository releases are intended for a public audience, and therefore it makes sense to only consider public repositories. This is sort of a temporary fix to improve the performance for now.
