GovTech Context

Across the country, government departments have to send information/nudges to citizens. Whether it is an update on the processing of an application for a driving licence, updating parents on their child’s performance at school, or issuing directives across government levels say from the state to the district and block level. The scale of such communication across the country can be assessed by knowing that even in a state of Haryana’s size, there are nearly 20 lakh+ students, roughly 2 lakh+ government officers and the state’s overall population is 2.7 crore.

Product Explanation

UCI is an open source platform that enables exactly this - a configurable platform to enable personalised chatbot communication across channels such as WhatsApp, Telegram, SMS, email and more. With UCI you can plugin any federated set of users, any micro experience generating transformers and any distribution channel adapters.

Currently, UCI as an open source communication platform is powering the national DIKSHA WhatsApp bot. DIKSHA is the national learning platform that is used by all state education departments and their parents. Features to be Implemented

The goal of this project is to enhance and upgrade a custom web channel for UCI, from a PoC to being production ready -

  1. Improving the UI of the Web Bot.
    • Sidebar with recent chats similar to WhatsApp
    • Chips as button to quick reply
    • Location fetch and sharing
    • File/media sharing
    • List (cascaded and multi-select) as a dropdown
  2. Persistence of Messages
  3. Fetching Older Messages
  4. Authentication

Steps to Submit the Project

Step 1 : Install the C4GT GitHub App - Please install this GitHub App in your product repositories so that we can access your repositories and track the C4GT tickets to make it automatically discoverable for the contributors.

Step 2 : Format existing/create new issue tickets - Use this COMMUNITY issue template Or DMP issue template to update existing or create new tickets that you want listed in the C4GT Community And DMP. The consistency of this template will improve the experience of the contributors to explore and comprehend your tickets. Note - For all tickets that are being updated/added as per the format. Please create a label called C4GT Community or DMP 2026 and tag all tickets with that label. This is key to making the tickets automatically discoverable.
