What I changed and why
Bump Ubuntu to 26.04. This is a LTS.
How I convinced myself this is right
I do not know yet about general compatibility. Hoping to test it with our next deploy. I am happy to keep this unmerged until then.
I have confirmed that this OS is available to launch on Azure using the ARM.
