feat(cv): clarify role history and add operational scope

Summary

• Adds Head of Operations / Teamleiter Support (2011–2016) as a parallel role to the existing CTO / Senior Developer entry, documenting the operational IT-team leadership held before its delegation to a Head of IT (2019–2023) and its full resumption since 2024.
• Makes the strategic and technical platform-lead continuity explicit so the 2019–2023 phase no longer reads as a leadership gap.
• Quantifies the agentic-development training program (6 weeks, 9 participants from the DXP engineering team, Q1 2026).
• Sharpens the compliance/ISMS bullet (25+ policies; IT-Grundschutz, C5 and BSI-Grundschutz client security concepts).
• Names initiator role for the TYPO3 RFC process and the cross-customer CI/CD modernisation.
• Adds operational IT-platform and IT-budget ownership since 2024 to both public variants.
