Couple of new components for showing Progress

Two components.

The Progress is a progress circle type based on Diamond Light's shape. It users simple rotation to minimise process/gpu work on the client.

The ProgressDelay shows Progress (or other progress types) only after one second. See MUI docs at https://mui.com/material-ui/react-progress/#delaying-appearance for more info.

Looks good. Would it be possible to slow it down a bit? Slightly concerned about motion sensitivity/seizure triggers. Could add prefers-reduced-motion media query to turn it off for accessibility?

Thanks for checking, @VictoriaBeilsten-Edmands . I've reduced all the speeds by half. And if "prefers-reduced-motion" it reduces the speed even further.
