Bandit is a Python scanner and so should be disabled for repos with no Python.

This allows Bandit to be disabled by specifying
ENABLE_BANDIT: falseas an input to this workflow.The separate trivy.yaml then becomes redundant and is already out-of-sync with the main Trivy run so I've removed it.
