…rmat-spec) Upstream spec repo renamed on GitHub. Update the .gitmodules submodule URL, README/CONTRIBUTING links, and the conformance-matrix relative path (a fresh clone of the renamed repo lands in cdx-file-format-spec/). No Rust code changed.
