Update lockfiles for ruby and elixir before release. cargo update eppo_core failed for ruby for some unknown reason, so had to do that manually 🤷

Needed a bump here to update Gemfile.lock to use rb_sys 0.9.124, which added support for ruby 4.0 in rb-sys-dock, so we can build binaries for it
