Summary

• Add consecutive_missed_exclude_preactions in the default_alert_config section or a chain's alerts section. It defaults to false. When setting it to true, ConsecutiveBlocksMissed alert excludes cases where a validator submits prevote and precommit, but the proposer does not include it in the block. This can be useful for chains like Celestia.
• Please check the latest example config here. We have improved the config in several releases and added new options, so the legacy config file from the original Tenderduty project may not work well in some cases.
