Added Unit-tests to modules

Background

With the goal of updating the modules, and since there are downstream users, it was important to ensure any updates don't break the current modules

##Approach

Using the newly added Terraform feature terraform test, we:

• added test cases for all of the modules found under the modules/ folder
• updated the modules that had dependency updates
• added unit tests to the on-pull-and-push.yaml GitHub action workflow
