Update opentelemetry-operations-collector submodule to v0.148.0

Description

Update opentelemetry-operations-collector submodule to v0.148.0. Additional required changes:

• Make windows builds use local go installing of installing new version.
• v0.148.0 uses go 1.25, I also updated the go version to 1.25 for the Ops Agent repo.
• Renaming of RPC self-metric Rename rpc.client|server.duration to rpc.client|server.call.duratio, change unit from ms to sec, clarify duration in case of streaming open-telemetry/semantic-conventions#2961
• Renaming self-metrics to adapt to upstream changes [service] Internal collector metrics use underscore service attrs after 0.148.0 upgrade open-telemetry/opentelemetry-collector#14814
• Adding config to use old format on windowseventlog [receiver/windowseventlogreceiver] Use a map for event_data open-telemetry/opentelemetry-collector-contrib#46034
