• Added leader:set-replication command which allows adjusting bag-to-bucket assignments in order to achieve a given replication rate. It also supports generating detailed summaries of changes required to make that adjustment.
• Added a possibility to set CLEANUP and CLEANUP_INTERVAL via env in the server command.
• Added a few new utility functions (stringifyBagId, cmpBagId, isEvent, asStorageSize, getBatchResults).
• Updated updateStorageBucketsForBags to rely on the new getBatchResults utility function.

Network tests

• Added a new flow to test leader:set-replication command
• Added GenerateAssetsFixture and SetReplicationRateFixture
• Moved all colossus tests to storage scenario
• Adjusted tests setup so that cleanup functionality can be enabled/disabled via env variables
• Adjusted storageCleanup flow to use the new GenerateAssetsFixture and work with both nodes having cleanup enabled (instead of only colossus2 like before)
