Similar to #56925, support [Unicode 17](https://www.unicode.org/versions/Unicode17.0.0/) by bumping utf8proc to 2.11.0 (thanks to JuliaStrings/utf8proc#301 by @eschnett). This allows us to use [10 exciting new emoji characters](https://www.unicode.org/emoji/charts-17.0/emoji-released.html) as identifiers, including "treasure chest" <img width="107" height="107" alt="image" src="https://github.com/user-attachments/assets/b4ad647c-6ef8-4d34-b2bd-30aa831df7e1" /> `"\U1FA8E"` (but still no superscript "q").
