chore(web): remove MiniMax token plan banner

Summary

• Removes the MiniMaxCodingPlansBanner component (apps/web/src/components/shared/MiniMaxCodingPlansBanner.tsx) which was a dismissible announcement banner promoting the MiniMax token plan.
• Removes the import and render of the banner from the main app layout (apps/web/src/app/(app)/layout.tsx).

The underlying MiniMax coding plan functionality (subscription management, BYOK integration, admin tooling) is unaffected.

Verification

N/A — visual-only change; the banner no longer renders in the app layout.

Visual Changes

Before: A blue dismissible announcement banner appeared at the top of every app page reading "New! Purchase MiniMax token plans with your Kilo Credits."

After: Banner is gone; the page layout goes directly from the top bar to the main content area.
