This recreates a part of the old website's moderation panel for the beta website. It's accessible through the header, shows a few moderation-related stats, and allows posting announcements. This PR also slightly improves the layout of the instance info page (to make it look similar to the stats display on the mod panel), and announcements can now generally be deleted by mods.
