…e tabs and restore layout"), existing tabs must be closed BEFORE the new session windows are created. Otherwise CloseAllWindows also closes the freshly-created deferred windows and the layout restore finds nothing to dock — opening no tabs at all.

Files Not Found Dialog should open and the files that are found should be opened, and the files that cannot be found are not added to the layout
