feat: chunk loaders modules

Implements chunk loaders from vanilla tweaks, I made the interaction a right click instead of dropping nether star item for performance, and because I think that's what vanilla tweaks wanted to do, only it was hard to do in vanilla Minecraft due to listeners not rlly being a thing.

Edit:

Also drops a nether star when broken, as a "refund"
Also uses PDC to lightweight store some data so we know we're breaking a "loadstone" and not just any lodestone
Prevents using up a nether star if the chunk is already loaded and shows a survival friendly subtitle

not sure how easy it'd be to add but I use this datapack myself but always swap the nether star out for an ender pearl (it sorta mimics the "cost" of the vanilla stasis chamber chunk loaders then) just wondering if swapping in a different item could be an option, looking forward to this one thanks :)
