test: improve coverage for BaseTools

• Added unit tests for BaseTools.getFirstMethodWithSameNamePrefix in BaseToolsTest.java to improve coverage.
• Used lightweight Mockito mocks for the IMethod interface.
• Added tests for edge cases like null inputs, no match, matching methods, and non-existent methods.
• The tests are isolated and deterministic without requiring a full Eclipse workbench startup.

Coverage impact:

• Covered BaseTools.getFirstMethodWithSameNamePrefix logic entirely.
