test: cover issue 1080

Closes #1080

Summary:

• Add focused test coverage for Backend Feature flags: Add DTO validation tests for invalid input.
• Keep the change scoped to local regression/property coverage.
• Preserve all public submission gates until after private verification.

Tests:
