This PR refactors the repo to use the code from https://github.com/NASA-IMPACT/dse-oss-reports for two reasons:

  1. this removes inconsistencies in approaches between teams (ODD and Science Support for now, JupyterHub in the future)
  2. enable reports for multiple teams at once, as requested by Buddy

@maxrjones I get the purpose of the refactor, this is approved assuming you have tested running it from the branch.
