This submission addresses duplicate code in the frontend API module (web/src/evgrid/api.ts). Multiple API functions contained identical error parsing blocks. This logic has been extracted into a new parseError utility function to improve maintainability and adherence to DRY principles.

CYCLE_8_REPORT.md was also created to document this continuous improvement cycle. All tests and static checks pass locally, including the jscpd verification.
