This submission implements an end-to-end, server-side Continuous Integration check pipeline within .github/workflows/code-quality.yml. It brings server CI into alignment with the existing robust local validate-submission.sh hooks by extending bandit, pytest, and openenv validation automatically to all commits. Also fixes jscpd versioning to avoid node artifact errors.

- Integrated `bandit` static analysis to enforce security requirements.
- Integrated `openenv validate .` to ensure the core simulation runs correctly.
- Pinned `jscpd` to version `4.0.0` and excluded build/dist artifacts to stop false positives on node execution.
- Added `PYTHONPATH=.` execution requirement to pytest to ensure packages resolve.
