Stabilizes the GitHub Actions CI pipeline by preventing module resolution errors during testing and duplicate code detection failures from build artifacts or platform issues. Documented this effort as Cycle 8.

- Exclude `dist/` and `build/` in `jscpd` to prevent false positives from build artifacts.
- Create `CYCLE_8_REPORT.md` documenting this sprint's improvements.
