Add remaining NDS-H queries to libcudf with CI validation

Description

This PR adds all the missing NDS-H queries to libcudf, and adds CI validation scripts that run at SF 1 and compare to duckdb results.

I checked the validation against duckdb at SF 0.01, 0.1, 1, 10, 20, and 30 on DGX Spark.
